Casino operator pays £900,000 over unfair withdrawal terms: what it means for your payouts
The Gambling Commission announced on 21 October 2026 that L & L Europe Limited, which runs seven casino websites including allbritishcasino.com and casinocasino.com, will pay £900,000 after an investigation into its withdrawal practices, money laundering controls and safer gambling checks. It is a rare case where fair terms, rather than anti-money laundering alone, sit at the centre of an enforcement action.

Key points
- L & L Europe will pay £900,000 in lieu of a financial penalty; the failings ran from October 2024 to October 2025.
- Players could only have one withdrawal pending at a time, which the Commission found unfair under the Consumer Rights Act 2015.
- Some players faced manual checks on every fifth or tenth withdrawal for information that could have been requested earlier.
- On 7 October, Rank Group’s Grosvenor casinos agreed to pay £5m over land-based AML and safer gambling failings.
- If a withdrawal is held up without a clear reason, complain to the operator, then to its ADR provider.

What the Commission found
- One withdrawal at a time. Customers could not request a second withdrawal until the first had been authorised. The Commission found this term unfair under the Consumer Rights Act 2015.
- Checks at the wrong time. For some customers, every fifth or tenth withdrawal was manually reviewed, so they had to supply extra information before being paid. Commission rules say a withdrawal should not trigger a request for information the operator could reasonably have asked for earlier.
- Money laundering controls relied mainly on fixed financial thresholds and sampling rather than on each customer’s risk profile.
- Safer gambling alerts, such as flags for time spent or failed deposits, were switched on for some websites but not all.
Sue Young, the Commission’s executive director of operations, said players should be able to withdraw winnings swiftly “without obstruction from unfair terms or missed earlier checks”. She accepted that operators sometimes need information at withdrawal to meet legal duties, but said this was not such a case.
A busy autumn for enforcement
| Date | Operator | Outcome |
|---|---|---|
| 20 August | QuinnBet (Gibraltar) | Regulatory settlement |
| 7 October | Grosvenor Casinos and two other Rank operators | £5m, land-based AML and safer gambling failings |
| 21 October | L & L Europe | £900,000, unfair withdrawal terms, AML and safer gambling |
What you can expect when you withdraw
At a UK-licensed casino, identity checks should happen when you sign up, not when you try to cash out, and terms must be fair and transparent under the operator’s licence. A licensed site can still ask for documents at withdrawal where it has a genuine legal reason, such as anti-money laundering checks on larger sums. It should explain why.
If your withdrawal is stuck
- Check the casino’s withdrawals page for its stated processing time.
- Ask support, in writing, what is outstanding and why.
- Use the operator’s formal complaints process. It must respond within eight weeks.
- If unresolved, take it to the operator’s approved alternative dispute resolution (ADR) provider, named in its terms.

Frequently asked questions
Why did L & L Europe pay £900,000?
The Commission found unfair withdrawal terms, unjustified extra checks at withdrawal, weak anti-money laundering controls and gaps in safer gambling alerts between October 2024 and October 2025.
Can a casino ask for ID when I withdraw?
It should verify you at sign-up. It can ask for more at withdrawal only where there is a genuine legal reason it could not reasonably have dealt with earlier.
What do I do if my withdrawal is delayed?
Ask the operator why in writing, use its complaints process, then go to its ADR provider if the complaint is not resolved within eight weeks.
